How future records are handled

A new item enters the public site only after its publication status is reviewed. It then receives one permanent source-based ID, one canonical public record, approved format links, and relationships to the numbered story sections it supports.

Private originals, unapproved attachments, identifying material, and review-needed files remain outside the Cloudflare package.
